(El Papa Juan XXIII escribió la encíclica, Pacem en Terris, en 1963. Era elocuente sobre los derechos del hombre. Estos son solo parte de su declaración sobre derechos, pero son pertinentes cuando consideramos los derechos de migrantes en la buscada de paz.)

Los derechos del hombre
- El tema de los derechos del hombre, observamos que éste tiene un derecho a la existencia, a la integridad corporal,a los medios necesarios para un decoroso nivel de vida, cuales son, principalmente, el alimento, el vestido, la vivienda, el descanso, la asistencia médica y, finalmente, los servicios indispensables que a cada uno debe prestar el Estado. De lo cual se sigue que el hombre posee también el derecho a la seguridad personal en caso de enfermedad, invalidez, viudedad, vejez, paro y, por último, cualquier otra eventualidad que le prive, sin culpa suya, de los medios necesarios para su sustento.
Derecho a la buena fama, a la verdad y a la cultura
- El hombre exige, además, por derecho natural el debido respeto a su persona, la buena reputación social, la posibilidad de buscar la verdad libremente y, dentro de los límites del orden moral y del bien común, manifestar y difundir sus opiniones y ejercer una profesión cualquiera, y, finalmente, disponer de una información objetiva de los sucesos públicos.
- También es un derecho natural del hombre el acceso a los bienes de la cultura. Por ello, es igualmente necesario que reciba una instrucción fundamental común y una formación técnica o profesional de acuerdo con el progreso de la cultura en su propio país. Con este fin hay que esforzarse para que los ciudadanos puedan subir, sí su capacidad intelectual lo permite, a los más altos grados de los estudios, de tal forma que, dentro de lo posible, alcancen en la sociedad los cargos y responsabilidades adecuados a su talento y a la experiencia que hayan adquirido.
Derecho al culto divino
- Entre los derechos del hombre dé bese enumerar también el de poder venerar a Dios, según la recta norma de su conciencia, y profesar la religión en privado y en público.
Derechos familiares
- Además tienen los hombres pleno derecho a elegir el estado de vida que prefieran, y, por consiguiente, a fundar una familia, en cuya creación el varón y la mujer tengan iguales derechos y deberes, o seguir la vocación del sacerdocio o de la vida religiosa.
Derecho de residencia y emigración
- Ha de respetarse íntegramente también el derecho de cada hombre a conservar o cambiar su residencia dentro de los límites geográficos del país; más aún, es necesario que le sea lícito, cuando lo aconsejen justos motivos, emigrar a otros países y fijar allí su domicilio. El hecho de pertenecer como ciudadano a una determinada comunidad política no impide en modo alguno ser miembro de la familia humana y ciudadano de la sociedad y convivencia universal, común a todos los hombres.

(Pope John XXIII wrote the Encyclical, Pacem in Terris in 1963. He wrote eloquently of the rights of all people. These are only part of his statement on rights, but they are especially pertinent when considering the rights of migrants to look for peace.)

Rights
- We must speak of man’s rights. Man has the right to live. He has the right to bodily integrity and to the means necessary for the proper development of life, particularly food, clothing, shelter, medical care, rest, and, finally, the necessary social services. In consequence, he has the right to be looked after in the event of ill-health; disability stemming from his work; widowhood; old age; enforced unemployment; or whenever through no fault of his own he is deprived of the means of livelihood.
Rights Pertaining to Moral and Cultural Values
- Moreover, man has a natural right to be respected. He has a right to his good name. He has a right to freedom in investigating the truth, and—within the limits of the moral order and the common good—to freedom of speech and publication, and to freedom to pursue whatever profession he may choose. He has the right, also, to be accurately informed about public events.
- He has the natural right to share in the benefits of culture, and hence to receive a good general education, and a technical or professional training consistent with the degree of educational development in his own country. Furthermore, a system must be devised for affording gifted members of society the opportunity of engaging in more advanced studies, with a view to their occupying, as far as possible, positions of responsibility in society in keeping with their natural talent and acquired skill.
The Right to Worship God According to One’s Conscience
- Also among man’s rights is that of being able to worship God in accordance with the right dictates of his own conscience, and to profess his religion both in private and in public.
The Right to Choose Freely One’s State in Life
- Human beings have also the right to choose for themselves the kind of life which appeals to them: whether it is to found a family—in the founding of which both the man and the woman enjoy equal rights and duties—or to embrace the priesthood or the religious life.
The Right to Emigrate and Immigrate
- Every human being has the right to freedom of movement and of residence within the confines of his own State. When there are just reasons in favor of it, he must be permitted to emigrate to other countries and take up residence there. The fact that he is a citizen of a particular State does not deprive him of membership in the human family, nor of citizenship in that universal society, the common, world-wide fellowship of men.

Oramos por la sanación, el perdón, la compasión, la justicia y la paz. Oramos para que, al seguirte, nosotros también podamos ser pescadores de hombres. Bendícenos en nuestro viaje.
O Jesus, you call us, “Come after me.” Bless, O Lord, all who welcome your call. The path may not be easy, but we have confidence that all things are possible if we walk with you. May this journey, open our eyes to the wonders of your love for us. We pray for all your people, for all believers and unbelievers, for leaders and followers. We pray for healing, for forgiveness, for compassion, for justice, for peace. We pray that as we follow you, we too can be fishers of men. Bless us on our journey.
