Libertad de movimiento
“Todo ser humano tiene derecho a la libertad de movimiento dentro de los límites de su propia nación”. (Pacem in Terris, 25) Hemos sido bendecidos en los Estados Unidos al tener esta libertad expresada por el Papa Juan XXIII en 1963. Esta libertad de movimiento permitió a las personas de esta nación desarrollar una forma de vida que permitió las libertades expresadas en nuestra Constitución. El desarrollo de la nación no siempre ha sido fácil, justo y equitativo, pero tenemos una orgullosa historia que ha incluido a los inmigrantes desde su fundación.
Mientras que algunas personas crecieron y pasaron toda su vida en un estado o región, hubo pioneros que se mudaron y se establecieron en ciudades, granjas, en el norte y el sur, el este y el oeste. Las instituciones educativas trajeron estudiantes de todas partes, creando relaciones de jóvenes de diversas etnias, creencias religiosas e historias familiares. La participación en industrias que construyeron sistemas de transporte y comunicación expuso a las personas a la vida y la oportunidad en lugares distantes. La vida militar conmovió a muchas personas en todo el país y en todo el mundo. Nuestra libertad de movimiento ha llevado a grandes logros en la ciencia, las artes y la medicina.
Reconocemos el movimiento de personas de las comunidades rurales a las ciudades, de las oportunidades de empleo que alejan a las personas de sus lugares de nacimiento. La gente deja las ciudades para vivir en espacios abiertos. La gente se muda en busca de climas más confortables. Si bien puede haber muchos desafíos creados por nuestra movilidad, apreciamos esta libertad.
La libertad de movimiento es un derecho humano que no debe negarse por motivos de pobreza, clase, etnia, fe o familia de origen. El Papa Juan XXIII declara este derecho de movimiento dentro de cada nación como ilimitado. Habla del movimiento a otras naciones como razones de necesidad, pero no puede restringir el movimiento de los pobres y oprimidos para que no busquen una vida de seguridad, paz y libertad religiosa.
La libertad de movimiento se ve desafiada hoy por guerras, gobiernos injustos, limpieza étnica, persecución religiosa, fallas en proteger a las personas del crimen organizado, desastres naturales y más. El desafío de nuestro tiempo es garantizar la libertad de movimiento no solo para las personas con recursos, sino también para aquellos que tienen motivos buenos para moverse fuera de su propia nación. Que la gratitud por nuestra propia historia de libertad de movimiento nos ayude a reconocer a “las masas hacinadas anhelando en respirar en libertad” enunciada tan noblemente en nuestra Estatua de la Libertad.

Freedom of movement
“Every human being has the right to freedom of movement within the confines of his own nation.” (Pacem in Terris, 25) We have been blessed in the United States to have this freedom expressed by Pope John XXIII in 1963. This freedom of movement allowed people of this nation to develop a way of life that allowed the freedoms expressed in our Constitution. The nation’s development has not always been easy, just and equal, but we have a proud history that has included immigrants since its founding.
While some people grew up and spent their whole lives in one state or region, there were pioneers moving and establishing themselves in cities, on farms, in the north and the south, the east and the west. Educational institutions brought in students from far and wide, creating relationships of young people of various ethnicities, religious faiths and family histories. Engagement in industries that built systems of transportation and communication exposed people to life and opportunity in distant places. Military life moved many people across the nation and around the world. Our freedom of movement has led to great achievement is science, arts and medicine.
We recognize the movement of people from rural communities to cities, from employment opportunities that move people away from the places of their birth. People leave cities for life in open spaces. People move for more comfortable climates. While there may be many challenges created by our mobility, we cherish this freedom.
Freedom of movement is a human right that should not be denied because of poverty, class, ethnicity, faith or family of origin. Pope John XXIII declares this right of movement within each nation as unlimited. He speaks of movement to other nations as needing reasons, but cannot restrict the movement of the poor and oppressed from seeking a life of security, peace and religious freedom.
The freedom of movement is challenged today by wars, unjust governance, ethnic cleansing, religious persecution, failures to protect people from organized crime, natural disasters and more. The challenge of our time is to guarantee the freedom of movement not only for people of means, but for those with reason to move outside their own nation. May gratitude for our own history of freedom of movement help us to recognize the “huddled masses yearning to be free”stated so nobly on our Statue of Liberty.
