La bendición de la ciudadanía

El primer derecho de migrar expresado en la Pacem in Terris es el derecho a migrar dentro de la propia nación de origen. Como ciudadanos de los Estados Unidos, apreciamos la libertad de movimiento. Celebramos la historia de los pioneros que se mudaron a través de este país. Eran inmigrantes, empresarios, aventureros, esclavos libertos, jóvenes y viejos. La gente se ha alejado de las grandes ciudades y de las comunidades rurales a las grandes ciudades. Las personas han seguido sus sueños, y algunos descubren que sus sueños pueden cambiar a medida que descubren más sobre este país y sobre sí mismos. Nos movemos por todo el país para ayudar a los vecinos y alejarnos de los vecinos. Buscamos carreras que quizás no podamos realizar en los lugares de nuestro nacimiento. Nos movemos por este país con bastante facilidad y ejercemos nuestro derecho a movernos dentro de nuestra nación, dando por sentada esa oportunidad.
Si bien muchos derechos humanos están protegidos por ley en los Estados Unidos, la libertad de movimiento no está consagrada en la ley de esta nación. A algunos grupos no siempre se les ha otorgado libertad de movimiento debido a su raza, etnia y pobreza. Los antiguos esclavos y los nativos americanos no tienen prohibido el movimiento hoy en día por ley, pero aún pueden tener limitaciones basadas en la pobreza y la falta de oportunidades.
Los niños tienen límites a su movimiento dentro del país. Movimiento de los niños es dentro de sus familias para seguridad y protección. No todos los niños ciudadanos están protegidos por la ley. Los niños ciudadanos que tienen un padre o padres que no son residentes legales de los Estados Unidos no están protegidos ni se les brindan todos los derechos de los ciudadanos. Pueden verse obligados a ser separados de sus padres mediante la deportación, o ser obligados a mudarse a un lugar donde no son ciudadanos y carecen de la protección de la ley.
Una encíclica papal es un documento de nuestra fe católica. No es una enseñanza dogmática de la Iglesia, pero es un reflejo sagrado de nuestra fe. “Pacem in Terris” fue escrito por el Papa Juan XXIII en 1963. En noviembre del mismo año, el Papa Pablo VI inició la práctica de celebrar el “Día Mundial del Migrante”. Desde entonces, el derecho a moverse dentro de la propia nación se refleja en las celebraciones del “Día Mundial de los Migrantes y Refugiados” por parte del Papa Pablo VI, el Papa Juan Pablo II, el Papa Benedicto XVI y el Papa Francisco.

- Every human being has the right to freedom of movement and of residence within the confines of his own state.
The first right of movement expressed in Pacem in Terris, is the right to move within one´s home nation. As United States citizens, we cherish freedom of movement. We celebrate the history of pioneers moving across this country. They were immigrants, entrepreneurs, adventurers, freed slaves, young and old. People have moved away from the big cities, and from rural communities to the big cities. People have followed their dreams, and some find that their dreams may change as they discover more about this country and themselves. We move across this country to help neighbors and to get away from neighbors. We seek careers that we may not be able to realize in the places of our birth. We move across this country rather easily, and we exercise our right to move within our nation, taking such opportunity for granted.
While many human rights are protected in law in the United States, the freedom of movement is not enshrined in law in this nation. Some groups have not always been afforded freedom of movement because of race, ethnicity and poverty. Former slaves and native Americans are not blocked from movement today by law, but may still have limitations based on poverty and lack of opportunity.
Children have limits to their movement within our country. For their safety and security, the movement of children is within their families. Not all U.S. citizen children are protected by American law. Citizen children who have one parent or parents who are not legal residents of the United States are not protected or provided all the rights of citizens. They may either be forced to be separated from their parent or parents through deportation, or be forced to move to a place where they are not citizens and lack protection of law.
A papal encyclical is a document of our Catholic faith. It is not a dogmatic teaching of the Church, but it is a sacred reflection of our faith. “Pacem in Terris” was written by Pope John XXIII in 1963. In November of the same year, Pope Paul VI initiated the practice of celebrating “World Day of Migrants.” Since that time the right to move within one’s own nation is reflected in celebrations of “World Day of Migrants and Refugees” by Pope Paul VI, Pope John Paul II, Pope Benedict XVI and by Pope Francis.
This first right of movement within a nation is for all citizens of nations. The next part “Pacem in Terris” addresses the right to emigrate.
- When there are just reasons in favor of it, he must be permitted to emigrate to other countries and take up residence there.

We pray for healing, for forgiveness, for compassion, for justice, for peace. We pray that as we follow you, we too can be fishers of men. Bless us on our journey.
