Migración: un derecho y una responsabilidad
La segunda sesión de la guía para la enseñanza papal y la migración es sobre el “acompañamiento”. Ordinariamente cuando estudio documentos sobre la pastoral hispana y la pastoral migratoria, la consideración de caminar con el migrante es la reflexión final, como en la revisión del Plan Pastoral Nacional para la Pastoral Hispana. El método para abordar la pastoral es: escuchar, dialogar, discernir y acompañar. Al principio, me sentí incómodo con que ésta fuera la segunda fase del estudio de la enseñanza papal sobre la migración. Como parece fuera de orden, exige un poco más de atención. Debo decir que la primera lectura del mensaje del Papa Juan Pablo II, 2001, no me ayudó en un principio a considerar el tema del acompañamiento, pero inició en mí una reflexión que no esperaba.
En su mensaje para la Jornada Mundial de Migración 2001, el Papa Juan Pablo II habla de los derechos y responsabilidades de la migración. En el mensaje se reconocen los derechos de los migrantes y los derechos de las naciones que reciben a las víctimas de la migración forzada. Se reconoce el derecho de las personas a emigrar y el derecho de las naciones a tener expectativas respecto de quienes buscan refugio. Pero también llama la atención sobre las responsabilidades de las naciones de proteger y recibir a los vulnerables del mundo. Lo interesante es que también pide a los migrantes que reconozcan su responsabilidad hacia las naciones que los reciben.
En torno a la evangelización, considera los derechos y responsabilidades tanto de la comunidad que recibe a los migrantes como de los migrantes que ingresan a la comunidad receptora. Pide a los migrantes no solo preservar sus tradiciones religiosas y culturales, sino también ser testigos de la evangelización de quienes los reciben en su comunidad y nación.
Esto presenta desafíos muy prácticos para quienes participan en el ministerio de migración. Si bien es responsabilidad de las parroquias y diócesis celebrar las prácticas culturales de la fe de los migrantes, también deben hacer más para recibir a los migrantes en la vida sacramental de sus nuevas comunidades. Y el desafío para los migrantes no es solo preservar las prácticas culturales de la fe, sino participar en la evangelización que crea un intercambio dentro de una comunidad para construir la comunidad de fe.
El mensaje del Papa San Juan Pablo II no solamente es una presentación de cómo nos acompañamos unos a otros en la fe, sino que ofrece una invitación tanto a los migrantes como a la comunidad receptora a entrar en una comunidad dinámica de fe.

Migration: a Right and a Responsibility
The second session of the guide for Papal Teaching and Migration is on “Accompaniment”. Ordinarily when I study documents on Hispanic ministry and migrant ministry, the consideration of walking with the migrant is the final reflection, as in the revision of the National Pastoral Plan for Hispanic Ministry. The method for approaching ministry is: listen, dialogue, discern and accompaniment. At first, I was uncomfortable with this being the second phase of studying papal teaching on migration. Because it appears out of order, it demands a bit more attention. I must say that on first reading of the message of Pope John Paul II, 2001 did not at first help me consider the theme of accompaniment, but initiated in me a reflection that I did not at first expect.
In his message for World day of Migration 2001, Pope John Paul II speaks of rights and responsibilities of migration. In the message there is recognition of the rights of migrants and the rights of nations receiving victims of forced migration. The right of people to emigrate is recognized and the right of nations to have expectations of those seeking refuge is also recognized. But he also calls attention to the responsibilities of nations to protect and receive the vulnerable of the world. What is interesting is that he also calls for migrants to recognize their responsibility to the nations that receive them.
It is around evangelization that he considers the rights and responsibilities of both the community receiving migrants and the migrants entering the receiving community. He calls on the migrant to not only preserve their religious and cultural traditions, but also to be witnesses evangelizing those receiving them into their community and nation.
This presents very practical challenges for those engaging in migration ministry. While it is incumbent on parishes and dioceses to celebrate cultural practices of migrant faith, it must also do more to receive the migrants into the sacramental life of their new communities. And the challenge for migrants is not only to preserve cultural practices of the faith, but to engage in evangelization that creates a give and take within a community to build the community of faith.
The message of Pope St. John Paul II is not only a presentation of how we accompany each other in faith, but provides and invitation for both the migrant and the receiving community to enter into a dynamic relationship of faith.
