(1) Con motivo de la próxima Jornada Mundial de los Migrantes y Refugiados, y en el contexto del Año Internacional de la Familia, quisiera invitar a todos aquellos que, de diversas maneras, se preocupan por promover el auténtico bien de la familia a considerar atentamente la problemas de la familia emigrante , precisamente teniendo en cuenta las dificultades particulares a las que se enfrenta hoy, a veces de forma dramática.
El deber del Estado no es privar a las familias inmigrantes, teniendo en cuenta sus necesidades específicas, de lo que normalmente garantiza a las de sus propios ciudadanos. En particular, es deber del Estado defenderlos de cualquier intento de marginación y racismo, promoviendo una cultura de solidaridad convencida y activa. A tal fin, proporcionará todas las medidas de acogida más adecuadas y concretas, así como aquellos servicios sociales capaces de promover, también para ellos, una existencia serena y un desarrollo respetuoso de la dignidad humana.
(3) Las comunidades eclesiales deben entonces encontrar en la profesión común de fe un motivo adicional para acoger a las familias cristianas de los inmigrantes, sintiéndose responsables de su asistencia espiritual. Sin embargo, deben recordar “que no es posible realizar eficazmente esta pastoral si no se tiene en cuenta la herencia espiritual y la cultura de los inmigrantes” (Pablo VI, Motu proprio Pastoralis migratorum cura ).
(6) ¡Queridos hermanos y hermanas migrantes! Es a ti, sobre todo, a quien mi pensamiento se dirige ahora con afecto. A ti que vives lejos de tu familia, obligado a permanecer solo por largos períodos de tiempo, desarraigado de tu contexto familiar y social. ¡El Señor está cerca de ti!

(1) On the occasion of the next World Day of Migrants and Refugees, and in the context of the International Year of the Family, I would like to invite all those who in various capacities are concerned with promoting the authentic good of the family to carefully consider the problems of the emigrant family, precisely in consideration of the particular difficulties that it finds itself facing today, sometimes in a dramatic manner.
The State’s duty is not to deprive immigrant families, taking into account their specific needs, of what it ordinarily ensures for those of its own citizens. In particular, it is the State’s duty to defend them from any attempt at marginalization and racism, promoting a culture of convinced and active solidarity. To this end, it will provide every most suitable and concrete measure of reception, together with those social services capable of promoting, also for them, a serene existence and a development respectful of human dignity.
(3) Ecclesial communities must then find in the common profession of faith an additional reason to welcome the Christian families of migrants, feeling responsible for their spiritual assistance. They should remember, however, “that it is not possible to carry out this pastoral care effectively, if due account is not taken of the spiritual heritage and culture of migrants” (Paul VI, Motu proprio Pastoralis migratorum cura).
(6) Dearest migrant brothers and sisters! It is to you, above all, that my thoughts now turn with affection. To you who live far from your family, forced to remain alone for long periods of time, uprooted from your family and social context. The Lord is close to you!
