El caso de Miguel e Inés (blog de los últimos dos días), abrió la puerta a algunas relaciones muy interesantes con “la Migra”. Poco después de la decisión en el caso de Miguel e Inés, fui a agradecer a Joe, el director del INS por su ayuda en el caso.
Una relación con la Migra
Aproveché la oportunidad para agradecer al director del INS y hacer otra solicitud. En 1993, Denver iba a organizar la Jornada Mundial de la Juventud, una reunión de jóvenes católicos de todo el mundo. El papa, Juan Pablo II, atraería a más de medio millón de personas a la ciudad. Le pedí a Joe su ayuda para obtener visas para que dos trabajadores religiosos vengan y ayuden antes de la Jornada Mundial de la Juventud. Graciosamente ayudó a obtener las visas. Fue una bendición tener acceso a él para preguntas que a menudo provenían de trabajar con una comunidad de inmigrantes.
Un día, lo invité a visitar nuestra comunidad juvenil para almorzar. Cuando llegó, diez vino también. Todos tenían preguntas: “Tengo un amigo. Quiero saber si hay alguna manera de regularizar su estatus aquí”. Joe entendió que la mayoría preguntaba sobre sus propias circunstancias y respondió: “Dígale a su amigo…” Algunos tenían un camino a seguir. Después de su visita, los jóvenes hablaron de su amigo, Joe, el director de INS.
La útil relación con el director creció cuando un día me llamó para pedir ayuda. El INS había detenido a una mujer que tenía un caso convincente de salida voluntaria y una petición de cancelación de la deportación. Me pidió que la viera y la alentara a no simplemente darse por vencida y con esa acción colocar a un niño ciudadano discapacitado en una situación de extrema dificultad. No sé qué pasó en ese caso, pero en el proceso, el director y yo comenzamos a ayudarnos mutuamente. Poco después de la Jornada Mundial de la Juventud, llegó con otra solicitud.
Muchas de las personas, que recibieron la residencia permanente después del programa de Amnistía de 1986, se estaban acercando al momento en que podían solicitar la ciudadanía. Me preguntó si podía conseguir que unas parroquias presentaran programas de información sobre ciudadanía en la comunidad hispana. En varias ocasiones, fui con agentes de inmigración para dar clases acerca de ciudadanía en comunidades turísticas cerca de Aspen, Vail y Glenwood Springs. Nuestra parroquia Redentorista, San José, organizó noches informativas en Denver y el pastor comenzó un programa de ESL para preparar a los inmigrantes para el examen de ciudadanía.
En 1995, mi ministerio comenzó a evolucionar hacia la formación de un equipo misionero bilingüe, y me involucré menos en los casos de inmigración cuando comencé a viajar ofreciendo retiros y misiones en comunidades rurales. En el equipo de la misión, varios miembros de mi equipo laico eran inmigrantes y mi trabajo en asuntos de inmigración se centró en la situación de los miembros de mi equipo. Mi participación directa con inmigrantes indocumentados comenzó nuevamente después de que fui a trabajar a la Diócesis de Dodge City en 2001. A relationship with Immigration Naturalization Services
I used the opportunity to thank the INS Director, to make another request. In 1993, Denver was going to host World Youth Day, a gathering of Catholic young people from all over the world. Pope John Paul II would draw over half a million people to the city. I asked Joe for his help to gain visas for two religious workers to come and help in advance of World Youth Day. He graciously helped in gaining the visas. It was a blessing to have access to him for questions that often came from working with a community of immigrants.
One day, I invited him to visit our youth community for lunch. When he came about ten young people joined in that lunch. Many asked questions, “I have a friend. He wants to know if there is a way for him to regularize his status here.” Joe understood that most were asking about their own circumstances and he responded, “Tell your friend….” Then he told them what they could do. Some did have a path forward. After Joe left the Casa, the youth spoke of their friend at INS.
The helpful relationship with the Director grew when one day he called me for help. A woman had been detained by INS. She had a compelling case for voluntary departure and a petition for cancelation of removal. He asked me to see her and to encourage her to not simply give up and by that action place a handicapped U.S. citizen child into a situation of extreme hardship. I do not know what happened in that case, but in the process the Director and I began helping each other. Shortly after the World Youth Day, he came with another request.
Many of the people, who received permanent residency after the 1986 Amnesty program, were getting close to the time when they could apply for citizenship. He asked if I could get parishes to host information programs on citizenship in the Hispanic community. On several occasions, I went with immigration agents to give classes on citizenship in resort communities near Aspen, Vail and Glenwood Springs. Our Redemptorist parish, St. Joseph’s, hosted information nights in Denver and the pastor started an ESL program to prepare immigrants for the citizenship exam.
In 1995, my ministry began to evolve into the formation of a bilingual mission team, and I became less involved in immigration cases as I began to travel offering retreats and missions in rural communities. On the mission team, several of my lay team were immigrants and my working on immigration issues centered on the status of my team members. My direct involvement with undocumented immigrants began again after I went to work in the Diocese of Dodge City in 2001. When I moved to Kansas, I lost contact with Joe for a time.
