Plan pastoral nacional para el ministerio hispano/latino
En junio de 2023, la USCCB aprobó el plan pastoral nacional revisado para el ministerio hispano/latino. El primer NPPHM fue en 1988. Comienza con la siguiente declaración: “En este momento de gracia, los obispos de Estados Unidos afirmamos de nuevo que la presencia hispana/latina entre nosotros es una bendición de Dios para la Iglesia y para nuestro país.” Al final del primer párrafo del plan pastoral se enumeran los muchos dones y bendiciones que provienen de la comunidad hispana/latina:
- Fe profunda en la providencia de Dios.
- Aprecio por la vida como don de Dios.
- Amor por la familia
- Sentido de comunidad
- Auténtica devoción mariana
- Devociones y tradiciones religiosas populares
- Sentido de hospitalidad y solidaridad.
- Movimientos eclesiales y apostolados
En mi caminar con los católicos hispanos/latinos, es importante reconocer y honrar estas bendiciones. Pero me pregunto qué tan respetada es la fe de los inmigrantes en la mayoría de las parroquias de los Estados Unidos. Cuando el Papa Francisco señala que “la peor discriminación que sufren los pobres es la falta de atención espiritual… y no podemos dejar de ofrecerles su amistad, su bendición, su Palabra, la celebración de los Sacramentos”.
Hay dos dificultades que no son la culpa de los pobres, sino de la forma en que los pobres no son reconocidos como personas fieles. Primero, en los programas de preparación sacramental hay un énfasis excesivo en la búsqueda intelectual de la fe, con una subestimación de la fe del corazón. Segundo, énfasis excesivo en la culpa y la vergüenza promueve un sentimiento de indignidad en lugar de confianza en el amor de Dios. Necesitamos afirmar el amor de Dios por todas las personas, especialmente por los pobres.

National Pastoral Plan for Hispanic/Latino Ministry
In June 2023, the USCCB approved the revised National Pastoral Plan for Hispanic/Latino Ministry. The first NPPHM was in 1988. It begins with the following statement, “At this moment of grace, we the bishops of the United States affirm, once again, that the Hispanic/Latino presence among us is a blessing from God for the Church and for our country.” At the end of the first paragraph of the pastoral plan the many gifts and blessings that come from the Hispanic/Latino community are listed:
- A profound faith in God’s providence
- Appreciation of life as a gift from God
- Love for the family
- A sense of community
- An authentic Marian devotion
- Popular religious devotions and traditions
- A sense of hospitality and solidarity
- Ecclesial movements and apostolates
In my walk with Hispanic/Latino Catholics, these blessings are important to recognize and to honor. Unfortunately, I wonder how well respected is the faith of migrants in most parishes in the United States. When Pope Francis notes that, “the worst discrimination which the poor suffer is the lack of spiritual care….and we must not fail to offer them his friendship, his blessing, his word, the celebration of the sacraments.”
There are two difficulties that are not the fault of the poor, but of the ways that the poor are unrecognized as faithful people. One problem has its origin in the United States and the other in Latino countries of the Americas. The United States Catholic community overemphasizes the intellectual pursuit of faith, with an underappreciation of the faith of the heart. Many of the poorer community live the faith in popular and Marian devotions, while unfamiliar with the catechism and rules of the Church. And too often preaching and teaching of the faith in Latin America promote shame rather than confidence in the goodness of grace.

O Jesus, you call us, “Come after me.” Bless, O Lord, all who welcome your call. The path may not be easy, but we have confidence that all things are possible if we walk with you. May this journey, open our eyes to the wonders of your love for us. We pray for all your people, for all believers and unbelievers, for leaders and followers. We pray for healing, for forgiveness, for compassion, for justice, for peace. We pray that as we follow you, we too can be fishers of men. Bless us on our journey.
