Migración sin política
“Libres de partir, libres de quedarse”
En su mensaje para la Jornada Mundial de los Migrantes y Refugiados 2023, el Papa Francisco habla de una iniciativa de hace varios años de la Conferencia Episcopal Italiana para responder a los desafíos de los movimientos migratorios contemporáneos. La respuesta se tituló: “Libres de partir, libres de quedarse”. Dice que debemos ver la migración como una preocupación pastoral. Desafortunadamente, tan pronto como se menciona la migración, la gente inmediatamente asume las ramificaciones políticas y los desafíos de hoy.
“Libres de partir, libres de quedarse” ha sido parte de la historia del judaísmo y el cristianismo. Abraham escuchó a Dios decirle: “Deja tu país, a los de tu raza y a la familia de tu padre, y anda a la tierra que yo te mostraré.” (Gn. 12:1) Era joven cuando escuchó este llamado, y verdaderamente era un “arameo errante”. (DT. 26: 5) La libertad de migrar es parte de la orgullosa herencia del pueblo judío. Lamentablemente, la historia de la esclavitud es la historia de personas que no tuvieron la libertad de quedarse.
Lo que deseo señalar es que debemos controlar nuestras preocupaciones políticas sobre la migración y reconocer la humanidad y la dignidad de los migrantes. Si caminamos con ellos y escuchamos sus historias, podremos comprender las decisiones que las personas se han visto obligadas a tomar. La gente no migra por capricho. La gente se muda debido a la desesperación. No creen que la opción de quedarse sea posible para ellos. Entienden que están dejando a sus seres queridos, el lugar que aman y llaman hogar, pero eligen la incertidumbre de la migración por encima de los desafíos que enfrentan en su tierra natal. Algunos encontrarán un hogar en otra tierra y ofrecerán esperanza a sus hijos. Otros pueden ver una locura en su decisión de irse y arrepentirse o regresar a su tierra natal.
El Papa Francisco no afirma tener soluciones para los desafíos migratorios del mundo actual, pero reconoce que encontrar una solución a los desafíos de la migración global depende del respeto.
“Estamos llamados a tener el máximo respeto por la dignidad de cada migrante; y esto significa acompañar y gobernar los flujos del mejor modo posible, construyendo puentes y no muros, ampliando los canales para una migración segura y regular. Dondequiera que decidamos construir nuestro futuro, en el país donde hemos nacido o en otro lugar, lo importante es que haya siempre allí una comunidad dispuesta a acoger, proteger, promover e integrar a todos, sin distinción y sin dejar a nadie fuera.”
El Papa Francisco concluye:
“Sólo caminando juntos podremos ir lejos y alcanzar la meta común de nuestro viaje.”

“Free to choose whether to migrate or to stay”
In his message for World Day of Migrants and Refugees 2023, Pope Francis tells of an initiative several years ago of the Italian Episcopal Conference to respond to the challenges of contemporary migration movements. The response was titled, “Free to leave, free to stay.” He says that we need to see migration as a pastoral concern. Unfortunately, as soon as one brings up migration, people immediately take on political ramifications and the challenges of today.
“Free to leave, free to stay” has been part of the history of Judaism and Christianity. Abraham heard God say to him, “Go forth from your land, your relatives, and from your father’s house to a land that I will show you.” (Gn. 12:1) He was a young man when he heard this call, and he truly was a “wandering Aramaean”. (DT. 26: 5) The freedom to migrate is part of the proud heritage of Jewish people. Sadly, the history of slavery is the story of people who did not have the freedom to stay.
The point I wish to make is that we need to reign in our political worries about migration and recognize the humanity and dignity of migrants. If we walk with them, and listen to their stories, we can understand the choices that people have been forced to make. People do not migrate on a whim. People move because of desperation. They do not believe that the option to stay is possible for them. They understand that they are leaving their loved ones, the place they love and call home, but they choose the uncertainty of migration over the challenges that they face in their homeland. Some will find a home in another land and offer hope to their children. Others may see folly in their decision to leave and regret it or return to their homeland.
Pope Francis does not claim to have solutions for the migration challenges to the world today, but he recognizes that finding resolution to the challenges of global migration depends with respect.
“We are called to show maximum respect for the dignity of each migrant; this entails accompanying and managing waves of migration as best we can, constructing bridges and not walls, expanding channels for a safe and regular migration. In whatever place we decide to build our future, in the country of our birth or elsewhere, the important thing is that there always be a community ready to welcome, protect, promote and integrate everyone, without distinctions and without excluding anyone.”
Pope Francis concludes:
“By walking together will we be able to go far and reach the common goal of our journey.”
